A Municipal Utility District — or MUD — is a special-purpose local government created by the State of Texas to provide essential services to communities where cities don't reach. Water, wastewater, drainage, parks, roads — MUDs build and maintain the infrastructure that makes neighborhoods possible, financing it through tax-exempt bonds repaid over time by the residents who benefit. Governed by an elected board of directors and overseen by multiple state agencies, MUDs are one of the most transparent, accountable, and effective tools Texas has for managing growth. Odds are, if you live in a newer Texas community, a MUD made it possible.
